Operate a commercial vessel up to 35m within 200nm of the coastline.
COURSE DELIVERY
Face to Face Training Program
This is the most time-efficient way to gain your Certificate of Competency. Face to face students receive:
- A Trainer-led full-time classroom style of learning.
- Combined with practical skill application in a 14 day Face to-face training workshop covering theory and practical.
Distance Learning Training Program
Our Maritime distance education training program offers students the flexibility to study where ever they are and when ever they want. Distance learning student will receive:
- Self-paced and self-directed learning via access to our online student learning portal.
- Online Training (including group workshop webinars and Zoom training sessions to facilitate one-on-one training).
- The opportunity to attend scheduled face to face workshops held by our Trainers throughout the year in Brisbane. For every unit you are enrolled, you are
welcome to attend that particular course unit workshop. This may be done over one workshop or over multiple workshops at least once in the 12 month of your enrolment. Please Note: Workshops are available for students to attend as many times as required during their enrolment period.
QMTS Training offers All Students:
- Study support from our team of industry-experienced, highly qualified Trainers and instructors.
- Access to your own trainer available via phone (Mon to Fri 0900 – 1700) or email and text (at any time) for additional support.

LICENSING / REGULATORY INFORMATION
This level of qualification is currently cited as meeting some of the requirements for certification as a Master up to 35 metres Near Coastal as defined by the National Standard for Commercial Vessels (NSCV) Part D.
Certification as a Master less than 35 metres Near Coastal (as defined by the NSCV Part D) will require achievement of:
- the MAR40618 Certificate IV in Maritime Operations (Master up to 35 metres Near Coastal),
- certification as a Master less than 24 metres Near Coastal,
- an appropriate radio certificate of proficiency,
- AMSA final assessment and
- an AMSA approved first aid certificate;
People seeking certification should check with the Australian Maritime Safety Authority (AMSA).
This level of qualification is also currently cited as meeting some of the requirements for certification as a Mate less than 80 metres Near Coastal as defined by the NSCV Part D.
Certification as a Mate less than 80 metres Near Coastal will require achievement of:
- the MAR40618 Certificate IV in Maritime Operations (Master up to 35 metres Near Coastal),
- qualifying sea service and completed AMSA approved task book or qualifying sea service,
- an appropriate radio certificate of proficiency,
- AMSA final assessment and
- an AMSA approved first aid certificate;
People seeking certification should check with AMSA.
ENTRY REQUIREMENTS
A general command of spoken and written English, as well as the ability to write a simple report is required.
As a safety consideration, QMTS Training recommends all students be physically fit to carry out all the roles and responsibilities of a Master on a commercial vessel up to
35m within 200nm of the coastline as described under the National Standards for Commercial Vessels – Part D.
Students should also be able to swim (any stroke) a minimum of 50 metres fully clothed.
ADMISSION REQUIREMENTS
Language, Literacy, and Numeracy
It is a requirement of this course that all enrolling students undertake a language, literacy and numeracy assessment.
Technology
As some of the delivery of the course is on-line and all resources are contained in a dedicated learner portal, students must have access to a computer (with Microsoft Office 365 software).
- Free Wi-Fi is available during training blocks.
- Students will require basic computer skills to complete the course without disadvantage. This includes how to access the internet, download documents, save file to a hard drive and upload files within the student portal. All students receive a Student Portal learner Guide to getting started.
- Students will be required to possess Navigational instruments for chart work, including a Chart Plotter, Parallel Ruler, Bow Divider, Calculator, 2B pencils, Eraser, Compass and Protractor. If required, you can place your order for Navigational Resources with our Customer Service team.
ENROLMENT
When enrolling into a QMTS Training course it is a requirement that all enrolment documentation is received before enrolment confirmation can occur. The required documents and information are listed below:
- Pre-Enrolment Form (Personal Details)
- Language, Literacy and Numeracy Assessment
- Enrolment/Induction Checklist
- Copy of Driver’s Licence (front and back) or Passport
Please also note that Students will be required to provide QMTS Training with their Unique Student Identifier (USI) before enrolment can be completed.
COURSE PROGRAM ASSESSMENTS and PROCEDURES
A combination of Practical, Oral and Theory assessments will be undertaken. The assessments may consist of written projects, picture portfolios, quizzes, assignments and exams.
All Students
- Students are allowed three (3) submissions in total (initial submission and two (2) resubmissions).
- If you are deemed to be Not Competent in a unit (after three theory or three practical assessment attempts or due to disciplinary action) you will have to re-enrol in that unit and pay the unit enrolment fee.
Face to Face | Online Assessments
- Online & Written Assessments completed throughout the program.
- Assignments and projects (completed each evening after training at home)
- Practical Tasks/Training (assessed throughout the program)
Distance Learning | Online Assessments
The process for on-line assessment will be as follows:
- Students download a copy of the assessment from their student portal (this will be downloaded as a protected MS Word document).
- Students complete the assessment before sending it back to the portal for marking.
- QMTS Training will undertake to have all assessments marked and returned to students within 14 working days of receiving a submission.
- In the case of an unsatisfactory submission, students must download the marked file (with assessor’s comments attached) and correct the incorrect responses and send it back for re-marking.
- A QMTS Training Assessor may contact a student by phone after an unsuccessful second submission to provide additional training to assist the student to complete the third submission which may be conducted orally over the phone.
Practical Assessment
Prior to attending a practical assessment all students:
- must complete 85% of the theory assessments.
- must provide a completed task book and/or appropriate sea service.
- may be required to complete mandatory work placement of 120-days (Sea Service Time). If required a Task Book will be provided upon enrolment.
- Attend a one-day Practical Assessment. Appropriate clothing and enclosed footwear must be worn at all times while on training vessels.
- A final practical assessment may not be undertaken prior to the completion of work placement or validation of necessary Sea Service.
RECOGNITION PROCESS
Learners are able to have their competency from prior learning and work experience recognised in this qualification through the following arrangements:
Recognition of Prior Learning (RPL)
RPL is recognition of prior learning or skills obtained from previous study or work/life experience. Learners, who through prior learning or experience believe they have gained competence in any of the skill areas, may be granted RPL upon substantiation of that claim.
QMTS Training offers RPL on enrolment and the trainer will work with the student to define the potential for a successful application process.
NB: RPL does not give the student a discount in course fees.
Credit Transfer
Students may also apply for a credit transfer upon enrolment.
Learners who have evidence in the form of AQF certification from any other RTO or authenticated VET transcripts issued by the Registrar or from an AQF authorised issuing authority for units of competency relevant to this qualification will be given credit upon enrolment.
Many students undertaking this course may have already completed the four units below as part of another Maritime qualification or as part of the MARSS00008 Shipboard Safety Skill Set.

As these units form part of this course, students who have completed them, will be not be required to attend on the days these units are being delivered (3-day duration).

QUALITY and COMPLIANCE
