Note: The 4 (four) units MARF027, MARF028, MARF029 and MARF030 make up the Shipboard Safety Skill Set (SSSS) course.
The Shipboard Safety Skill Set (SSSS) is a stand alone course not delivered with the remainder of the MED 3 Course. There is an additional course fee of $700.00 to enroll in this course.
HLTAID011 Provide First Aid is also run seperately to the Coxswain 1 Course. There is an additional fee of $150.00 to enrol in HLTAID011 Provide First Aid.
COURSE OUTCOME
MAR20421 Certificate II in Maritime Operations (Marine Engine Driver Grade 3 Near Coastal)
Careers & Pathways:
In Queensland, the industry has identified vocational outcomes and/or areas of local demand in transport, construction, shipping and tourism sectors along the east coast.
Employment Pathway:
- Act as Chief engineer on vessels with an inboard engine with propulsion power <500 kW within the exclusive economic zone (EEZ) or
- Second engineer on vessels with an inboard engine with propulsion power <750 kW within the EEZ or
- Chief or second engineer on vessels with an outboard engine with unlimited propulsion power within the EEZ or
- Assist an engineer in any tasks that may be required on board while working under the general supervision of the person in charge of the vessel’s engines
- Work the engine room of vessel with an inboard engine with propulsion power <3000 kW
- Work the engine room of vessel with an inboard engine with propulsion power <3000 kW

COURSE DELIVERY
LICENSING / REGULATORY INFORMATION
This qualification is required to obtain an AMSA certificate of competency as a Marine Engine Driver Grade 3 NC as defined in Marine Order 505.
AMSA certification will require:
- Achieving MAR20421 Certificate II in Maritime Operations (Marine Engine Driver Grade 3 Near Coastal)
- Meeting the medical and eyesight requirements specified in the in the Standards for the medical assessment of near coastal seafarers available on the AMSA website
- An assessment by an AMSA approved assessor using the AMSA mandated practical assessment (AMPA).
- Evidence of sea service
Sea service requirement:
Qualifying sea service must be completed while performing duties as a General Purpose Hand (whether certificated or not), Coxswain Grade 1 NC, Coxswain Grade 2 NC, assistant to a Marine Engine Driver, Chief Engineer or Second Engineer.
With AMSA approved task book:
At least 20 days qualifying sea service on a commercial vessel with propulsion power ≥75 kW that includes at least 10 days on a vessel with an inboard diesel engine.
Without AMSA approved task book:
At least 60 days qualifying sea service on a commercial vessel with propulsion power ≥75 kW that includes at least 30 days on a vessel with an inboard diesel engine.
ADMISSION REQUIREMENTS
Language, Literacy, and Numeracy
It is a requirement of this course that all enrolling students undertake a language, literacy and numeracy (LLN) assessment.
Technology
As the delivery of the course relies on access to the aXcelerate Student Learner Portal, students must have access to their own computer, laptop or iPad (with Microsoft Office 365 software).
Free Wi-Fi is available in our classrooms during face to face training.
Students will require basic computer skills to complete the course without disadvantage. This includes how to access the internet, download documents, save files to a hard drive and upload files into the Student Learner Portal. On enrolment, all students receive a Student Learner Portal Learner Guide.
CERTIFICATE 3 GUARANTEE & ELIGIBILITY CRITERIA
The Certificate 3 Guarantee subsidy supports eligible individuals to complete their first post-school Certificate III qualification. This initiative is funded by the Queensland Government.
Students eligible for this subsidy will be required to contribute to the cost of this course through a co-contribution fee.
To be eligible for the Certificate 3 Guarantee subsidy students must:
- be 15 years or older
- be no longer at school (with the exception of school students in Years 10, 11 and 12 undertaking a VET in School (VETiS) program)
- permanently reside in Queensland
- be an Australian citizen, Australian permanent resident (including humanitarian entrants), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen; and
- not hold, and not be enrolled in Certificate III or higher-level qualification (does not include qualifications completed in secondary school). Students may already hold a Certificate III qualification in the Maritime industry not funded through the Certificate 3 Guarantee subsidy.

ENROLMENT
When enrolling into a QMTS Training course it is a requirement that all enrolment documentation is received before enrolment confirmation can occur. The required documents and information are listed below:
- Online Enrolment form
- Enrolment Induction Checklist
- Copy of Driver’s Licence (front and back) or Passport
Please also note that Students will be required to provide QMTS Training with their Unique Student Identifier (USI) before enrolment can be completed.
COURSE ASSESSMENTS
All Students
Students will access all On-line Assessments via their aXcelerate Student Learner Portal.
There will be two types of assessments –
1. Knowledge Review Assessments: will not count towards the final assessment, but must be completed before the student can move to the next section
2. Final Assessments: will assess a student’s knowledge competence
Students are allowed three (3) submissions in total (initial submission and two (2) resubmissions) for each assessment.
If you are deemed to be Not Competent (NC) in a unit (after three (3) theory or three (3) practical assessment attempts, or due to disciplinary action) you will need to re-enrol in that unit and pay the unit enrolment fee to be able to re-attempt the unit assessment.
After an unsuccessful second submission, A QMTS Training Assessor may contact the student by phone to provide additional training to assist the student to complete the third submission, which may be conducted orally over the phone.
Practical Assessment
Prior to attending a practical assessment students must successfully complete all of their theory assessments.
Students are given 3 attempts, if required, at all practical tasks.
RECOGNITION PROCESS
Learners can have their competency from prior learning and work experience recognised in this qualification through the following arrangements:
Recognition of Prior Learning (RPL)
RPL is recognition of prior learning or skills obtained from previous study or work/life experience.
Learners, who through prior learning or experience believe they have gained competence in any of the skill areas, may be granted RPL upon substantiation of that claim.
QMTS Training only offers RPL on enrolment. The trainer will work with the student to define the potential for a successful application process.
NB: RPL does not give the student a discount in course fees.

Credit Transfer
Students may also apply for a credit transfer upon enrolment.
Learners who have evidence in the form of AQF certification from any other RTO or authenticated VET transcripts issued by the Registrar or from an AQF authorised issuing authority for units of competency relevant to this qualification will be given credit upon enrolment.

Shipboard Safety Skill Set
Many students undertaking this course may have already completed the four units below as part of another maritime qualification or as part of the MARSS00008 Shipboard Safety Skill Set.
• MARF027 Apply basic survival skills in the event of vessel abandonment
• MARF028 Follow procedures to minimise and fight fires on board a vessel
• MARF029 Meet work health and safety requirements
• MARF030 Survive at sea using survival craft
As these units form part of this course, students who have completed them, will be not be required to attend campus on the days these units are being assessed (1-day duration).
Practical Assessments for SSSS are not scheduled on the same dates as practical assessments for all other Units of Competency.

QUALITY and COMPLIANCE
QMTS Training is the RTO responsible for the quality and compliance of the nationally recognised training being delivered and is also the RTO that will issue any qualification or statement of attainment certificate to eligible learners.
